Trillet OEM API: Sends an endpoint.test event to this endpoint only.

Sends an endpoint.test event to this endpoint only. The endpoint must be enabled and
subscribed to endpoint.test or *. Needs webhooks:write and a key that is not restricted
to some tenants.
